Job Class: Engineering Specialist Senior Who May Apply: Open to all qualified job seekers Date Posted: 04/16/2021 Closing Date: 04/30/2021 Hiring Agency/Seniority Unit: Transportation Dept / DOT-Metro-Central Off-MGEC Division/Unit: Bridges / Bridge Design Section Work Shift/Work Hours: Not Applicable Shift Days of Work: Monday - Friday Travel Required:Yes Salary Range: $29.05 - $42.88/hourly; $60,656 - $89,533/annually Classified Status: Classified These positions are the State Aid Office liaisons for the north and south region local agencies with regards to all aspects of routine bridge inspection. The fundamental purpose of these positions are to serve local agencies and improve their routine bridge inspection activities to ultimately ensure reliable uniform compliance with State, and Federal procedures, practices, regulations, and standards. The incumbent is a key credible technical resource with deep knowledge in bridge inspection and supports the development, implementation, and continual improvement of local agency bridge inspection programs. This includes performing onsite bridge inspection training, advanced inspection equipment training, and bridge management system training. These position requires travel to local bridges and highway departments in Districts 1, 2, 3, 4, and Metro for the north region local agencies position and District 6, 7, 8, and Metro for the south region local agencies position, and will sometimes require overnight stays. Permanent work location flexible on location to where employee resides. Qualifications Minimum Qualifications Three years of experience at the Engineering Specialist level (or equivalent) that demonstrates: Extensive knowledge of bridge safety inspection and maintenance standards and practices. Knowledge of bridge safety inspection requirements, advanced inspection equipment and practices. Knowledge and experience in bridge repair and rehabilitation techniques. Knowledge of bridge condition assessment and bridge inventory management. Extensive knowledge of the Bridge and Structure Inspection Program Manual (BSIPM) REQUIRED CERTIFICATIONS, LICENSES AND REGISTRATIONS (required at time of hire) These positions require a valid Minnesota Class D Driver's License or equivalent as use of a State- owned vehicle or personal vehicle is required for meeting attendance for State Aid business. Certification as NBIS Bridge Inspection Team Leader Certify as a Snooper Basket Operator Preferred Qualifications Extensive knowledge of the SIMS bridge inventory management, inspection, and maintenance software. Knowledge of local bridge types, structural systems, and the fundamentals of bridge design, load rating and construction. Knowledge of the FHWA 23 Metrics for the oversight of the National Bridge Inspection Program (NBIP) Physical Requirements The physical requirements and environmental conditions described in this section are representative of those that may be required of an employee to successfully perform the job. While performing the duties of this job, the employee is regularly required to sit for more than 2/3 of the work time using a computer and or telephone. Information is also communicated through writing and face-to-face conversations with clients and visitors. The employee uses wrists, hands, and fingers to handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel or crouch. Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision and eye/hand coordination. Field Environment: While performing the duties of this position, the employee is required to work outside in all seasons and exposed to the weather (both hot and cold). The employee must work at considerable height with access obtained by lift equipment, scaffolds or climbing. The employee must climb slopes and wade streams. Performance of the duties of this position requires frequent or constant rotation through body positions including standing, twisting, bending, kneeling, squatting, crawling, reaching, firm gripping and grasping. The employee will work in high volume traffic zones in day and night conditions. The employee will operate machinery and testing equipment (using vision and hearing) under varying temperatures. The employee must frequently move up to 50 pounds by pushing, pulling, listing and carrying. The employee must be able to wear and use personal protective equipment to protect the head, eyes, hearing, respiration, visibility and feet from injury. The employee will be required to travel overnight up to an average of 40% of the time (during the summer months the travel schedule may be heavier).
