The City of Modesto is currently looking for an--Environmental Compliance Inspector I/II--to join our team.--The incumbent will be responsible to investigate and enforce State, Federal, and local regulations pertaining to mandated wastewater pretreatment and storm water management programs; to perform inspections of businesses and systems, obtaining samples and ensuring compliance with discharge permits and requirements; and to conduct on-going monitoring, compliance tracking, data collection/analysis and reporting. Distinguishing Characteristics----Environmental Compliance Inspector I--- This is the entry level class in the Environmental Compliance Inspector series.--Employees in this class typically have little or no directly related work experience.--The Environmental Compliance Inspector I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.--Incumbents work under general supervision while learning job tasks, progressing to direction as procedures and processes of the assigned area of responsibility are learned.--Environmental Compliance Inspector II--- This is the journey level class in the Environmental Compliance Inspector series and is distinguished from the I level by the assignment of the full range of duties.--Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.--Positions in this class are typically flexibly staffed and are normally filled by advancement from the I level.--Application Process Applicants will be assessed on the application submitted. MINIMUM QUALIFICATIONS: ENVIRONMENTAL COMPLIANCE INSPECTOR I Knowledge of:--Chemical, biological, physical, and environmental sciences.--Principles and practices pertaining to wastewater treatment, wastewater and storm water collection systems, and environmental contamination of storm water.--State, Federal, and local laws, regulations, and ordinances related to environmental regulation of wastewater treatment, pretreatment, and storm water.----------Operation and maintenance of equipment used to monitor and control industrial discharge, wastewater, and storm water.--Wastewater and storm water inspection methods, sampling techniques and contamination standards.--Computers and software used in environmental inspections and investigations.--Ability to:--Perform environmental compliance investigation, inspection and enforcement activities.--Collect, analyze, and interpret environmental data, reaching valid conclusions.--Read and interpret blue prints and schematic drawings.--Read, interpret and apply policies and procedures regarding environmental inspections and compliance with pretreatment systems and less complex storm water regulations. Prepare a variety of complex technical reports.--Perform research and analytical work.--Operate a variety of office and technical equipment and computers.--Effectively represent the department in interactions with the public and with private sector individuals, firms and agencies with respect to environmental compliance issues.--Observe and problem solve operational and technical policy and procedure issues.--Communicate clearly and concisely, both orally and in writing.--Establish and maintain effective working relationships with those contacted in the course of work.--Experience and Training Guidelines--Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.--A typical way to obtain the knowledge and abilities would be:--Experience:--None required. Experience in the wastewater, storm water, water or code enforcement trades performing field and/or laboratory duties is highly desirable.--Training:--Equivalent to a Bachelor's degree from an accredited college or university with major coursework in biology, chemistry, environmental science or a closely related field.--License or Certificate:Possession of, or ability to obtain, an appropriate valid California Driver's license.--Possession of a valid Grade I Environmental Compliance Inspector Certificate issued by the California Water Environmental Association is required within two years of appointment and thereafter. Failure to obtain and maintain the required certification may result in termination. ENVIRONMENTAL COMPLIANCE INSPECTOR II In addition to the qualifications for Environmental Compliance Inspector I:--Knowledge of:--Policies and procedures of the City's Environmental Compliance Program.--Advanced principles and practices of environmental compliance, including inspection, review, and enforcement methods and practices.----------Advanced methods of consulting with businesses and the public to promote environmental compliance.--Functions and operations of State and Federal environmental health and regulatory agencies.--Ability to:--Provide instruction, guidance, and consultation on environmental problems within the assigned area.--Experience and Training Guidelines--Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.--A typical way to obtain the knowledge and abilities would be:--Experience:Two years of responsible journey experience equivalent to an Environmental Compliance Inspector I in the City of Modesto.--Training:--Equivalent to a Bachelor's degree from an accredited college or university with major coursework in biology, chemistry, environmental science or a closely related field.--License or Certificate:--Possession of, or ability to obtain, an appropriate valid California Driver's license.--Possession of a valid Grade II Environmental Compliance Inspector Certificate issued by the California Water Environmental Association.
